The STARS II Advantage


8(a) STARS II, a small business set-aside GWAC, provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. With a $10 billion program ceiling and a five-year base period with one five-year option, 8(a) STARS II allows for long-term planning of large-scale program requirements while strengthening opportunities for 8(a) small businesses.


Federal agencies can access Goldbelt C6 IT services and
solutions on the STARS II contract in the following areas:

  • Custom Computer Programming Services (NAICS 541511)
  • Computer System Design Services (NAICS 541512)
  • Computer Facilities Management Services (NAICS 541513)
  • Other Computer Related Services (NAICS 541519)
  • Directed task orders up to $4 million
  • Competitive task orders within the $10 billion GWAC ceiling
  • Facilitates integrated IT solutions by permitting other direct
    costs when integral to the IT effort
  • Scope may include project management services
  • Flexibility of contract types: fixed price, labor hour and time
    and materials
  • Earn 8(a) small business credits
  • Streamlined ordering process
  • Wide range of pre-negotiated, locality-based labor rates
  • Low contract access fee (0.75%) built into the rates

GSA STARS II Open Season Period of Performance began on June 26, 2017

The Contract Order Period (COP) is: Jun 26, 2017 - Aug 30, 2021 (Orders that may run beyond the final day of the underlying GWAC COP are limited to 3 years beyond final day of the basic contract, which means all orders have to be substantially completed by Aug 30, 2024).
An Order may be issued with a Period of Performance (PoP) of up to seven years from the date the Order is placed, with some exceptions.  Please see the Ordering Guide and Contract Library in the 8(a) Stars II link below.
